Tensions escalated when Guaido, who heads Venezuela's National Assembly, declared himself acting president on January 23, a move which was supported by the USA and many European and Latin American countries.

Close to triple the usual number of Venezuelans fled to Brazil on Tuesday, when Venezuelan opposition leader Juan Guaido led an attempt to oust socialist leader Nicolas Maduro from power, according to Brazilian government data released on Wednesday.

Acting White House Chief of Staff Mick Mulvaney, at a conference in California, said the US considers Guaido, not Maduro, the legitimate leader of the country under the Venezuelan constitution.

U.S. Secretary of State Mike Pompeo, though, said Maduro was only moments from abandoning Venezuela on Tuesday. "People of Venezuela, it is necessary that we all go out into the streets, to support democracy and recover our liberty".

The Monroe doctrine is a 19th century United States policy opposing interference in the western hemisphere by European powers, which later was invoked to justify U.S. intervention in Latin America.

But Maduro, who since taking over from his late mentor Hugo Chavez in 2013 has presided over a catastrophic economic implosion, has been able to count on support from Russian Federation and China, Venezuela's two biggest creditors.

Elsewhere in Latin America, millions of Cubans took to the streets on Wednesday to protest new sanctions imposed on the Caribbean island by the Trump administration and USA efforts to topple the government of socialist ally Venezuela.

The government said it was "deactivating" an attempted coup by a small group of "treacherous" soldiers.

Bolton said it was a "very delicate moment" for Venezuela.

"Interim President" Juan Guaido and right-wing opposition leader Leopoldo Lopez spearheaded an unsuccessful coup attempt in Caracas on Tuesday.

Maduro congratulated the armed forces for having "defeated this small group that meant to spread violence through putschist skirmishes".

Tens of thousands of people reportedly marched in Caracas in support of Guaido early on Tuesday, clashing with Maduro's supporters and riot police.

"What was going to happen, we were told, was that they would announce their support for the constitution", he told reporters at the State Department.

The United Nations says a quarter of Venezuela's 30 million people are in urgent need of humanitarian aid, and that 3.7 million are malnourished. They said they'd gained military backing and would begin the "final phase" of their push to oust Maduro.

Tuesday night, Trump threatened Cuba with sanctions and an embargo, and Bolton on Wednesday said if Russian Federation continues to ignore the United States' demands, they "will do that at their own cost".

Elsewhere, Spain's socialist caretaker government urged restraint, while the governments of Cuba and Bolivia reiterated their support for Maduro.
