Self-Declared Venezuelan “Interim President” Juan Guaido, Colombian President Ivan Duque and US Vice President Mike Pence stand side by side in Bogota Colombia

Arreaza denounced what he described as a campaign of "aggression" being perpetrated by the United States against Venezuela, including an global assault on the government's foreign assets. Yet Maduro retains control of state institutions, leaving the two sides locked in a stalemate.

Moscow and Washington have been circulating rival resolutions on the Venezuelan crisis to a divided Security Council.

The United States and dozens of other nations have recognized Guaido as Venezuela's legitimate president, but Maduro still controls the military, state institutions and oil company Petroleos de Venezuela SA, which provides 90 percent of the country's export revenue.

Brasilia Juan Guaidó, Venezuela's opposition leader, will visit Brazil to meet President Bolsonaro. In addition, the United Nations also still recognizes the Maduro government.

An estimated 2.7 million people are estimated to have fled Venezuela since a devastating political and economic crisis engulfed the country in 2015, according to the UN.

USA officials have previously dismissed Russian allegations about Washington's plans for Venezuela as baseless "propaganda".

Venezuela's foreign minister suggested on Wednesday a meeting between Venezuelan President Nicolas Maduro and US President Donald Trump to "try to find common ground and explain their differences".

"Action and solidarity should be based on full rejection of dictatorship of Nicolas Maduro in Venezuela", Barbosa told the meeting.

The United Nations Security Council is due to vote on Thursday on rival US and Russian draft resolutions on Venezuela, diplomats said, with Washington's proposal calling for free and fair presidential elections and unhindered aid delivery.

U.S. Vice President Mike Pence ruled out the idea of talks.

"The only thing to discuss with Maduro at this point is the time and date for his departure", Pence tweeted.
