Trump says he will not be declaring a national emergency 'right now'

San Juan Mayor Carmen Yulin Cruz has been critical of President Donald Trump's response to disasters in Puerto Rico

The president vowed to veto any spending bill that does not contain the 5.7 billion U.S. dollars he is demanding to fund a wall on the U.S. -Mexico border, while the Democratic lawmakers vowed to block any spending bill containing any kind of wall funds.

The "wall plus" plan could include an extension of temporary protected status for about 400,000 immigrants in the U.S. because of disasters back home in El Salvador and elsewhere, and renewable three-year work permits for young, undocumented "Dreamers", he said.

The constitution provides the Congress, not the White House, the power of the purse, and lawmakers are not eager to cede their role to the president, even for a wall many Republicans support.

About 800,000 federal workers missed their pay for the first time Friday.

Hillary Clinton weighed in on the partial government shutdown Saturday, telling supporters that "Americans can't afford another day" - as the Washington stalemate became the longest in history, eclipsing the record set in 1996 under President Bill Clinton, Hillary's husband.

Trump is considering a possible national emergency declaration that would end the shutdown and allow him to obtain his wall funding by circumventing Congress.

Trump has said he prefers giving Congress more time to work out a deal before pulling the trigger on such a declaration.

"If they can't do it".

Nonetheless, Trump insisted he had the right to declare an emergency if he chose to, and continued to insist there was a crisis at the border.

"I want to give them a chance to see if they can act responsibly", Trump said. Ultimately, both sides continue to look foolish, with President Trump more foolish than the Democrats, and it is going to get worse before it gets better.

The president's anger was provoked by what he described as "a fake reporter from the Amazon Washington Post", who claimed that the White House was "chaotic" and lacked any plan for the shutdown.

Subsequent tweets today revisited various Trump talking points - Crooked Hillary, 13 angry Democrats, Witch Hunt, FBI agents and their lovers, elections have consequences, etc.

To understand the plan, "you would have to understand the fact that I won the election, and I promised.a Wall at the Southern Border". At the center of the funding battle is approximately $5 billion in funding for the border wall the president wants to build. With the closure's growing impact on the economy, national parks and food inspections, some Republicans are becoming uncomfortable with Trump's demands.

For the president, who visited the Texas border with Mexico on Thursday, the border situation amounts to an invasion by criminals. That is identical to the end of the 16-day shutdown in 2013, when 29 per cent blamed then-President Barack Obama and 53 per cent put the responsibility on congressional Republicans.

Some studies show that illegal immigrants commit fewer crimes than people born in the United States.

More certain is that while narcotics do enter the country across remote sections of the border, most are snuck through heavily guarded checkpoints in vehicles, the government's own Drug Enforcement Administration said in a 2017 report.

Trump walked out of a White House meeting last week with House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer, when they refused to approve a border wall, even if he reopened the government and negotiated over border security for the next 30 days.

Democrats, who call a wall an ineffective, outdated answer to a complex problem, have passed several bills in the House of Representatives to reopen the government without funding for Trump's barrier.
