How Trump's rules on coal-fired power plants differ from Obama's

Trump is expected to tout the proposal as a lifeline for coal at a West Virginia rally later on Tuesday (we'll probably also hear about CLEAN COAL!), but it's unlikely to save a dying, economically unfeasible industry.

"We want a clean environment".

"We've got a billionaire governor who owns coal mines".

"We need to bring ourselves back within our authority", says Wehrum. Trump's acting replacement for Pruitt, Andrew Wheeler, is a former coal lobbyist.

The move would reverse Obama administration efforts to combat climate change and marks the fulfillment of a campaign promise at the heart of his appeal in coal-producing states like West Virginia - an appeal embodied by Trump's 2016 campaign stops in the coal country of West Virginia, Kentucky and Pennsylvania, where Trump supporters waved "Trump Digs Coal" signs and where the President-to-be donned a coal-mining helmet.

In many states, the CPP's limits on emissions have already been met because the cost of generating power from natural gas and renewable energy like wind and solar is cheaper than coal.

But the Natural Resources Defense Council called Trump's proposal the "Dirty Power Plan".

The EPA's own analysis of the Trump administration proposal also estimated that it will lead to an increase in pollution-related illnesses, like asthma, and a rise in premature deaths.

According to the EPA, ACE is expected to increase coal production anywhere from 4.5 to 5.8 percent and decrease costs for consumers up to 0.5 percent.

"It shows that removing the Clean Power Plan would be detrimental to health", said University of North Carolina environmental engineering professor Jason West, who went through the agency's regulatory analysis with The Associated Press. At the state and local level, we'll keep winning victories to replace coal with clean energy.

The new plan provides states with "candidate technologies" that can be used to establish standards of performance and incorporated into their state plans.

Why are they doing this?

Environmentalists and other opponents said they expect legal challenges, arguing the Trump administration is abdicating its responsibilities under the Clean Air Act as set by Congress and the courts.

"We are getting us back in our lane", said Bill Wehrum, the EPA's clean air chief.

Trump's efforts to save coal have included everything from moving to pull out of the Paris Agreement on climate change to using national security law to propose intervening in electricity markets to protect coal.

"Combined with the EPA's proposal earlier this month to ease gas-mileage requirements for vehicles, the move may actually increase the country's climate-changing emissions, according to some former top EPA officials, environmental groups and other opponents".

The Clean Power Plan - created to be the centerpiece of his presidency-defining mission to combat climate change - has been watered down to the point of irrelevance by the Environmental Protection Agency (EPA).

Scientists said that without extensive study they can not directly link a single weather event to climate change, but climate change is responsible for more intense and more frequent extreme events such as storms, droughts, floods and wildfires. "Trump's allegiance is clear - he's willing to pollute our air and undermine families' health to play the hero for a few coal industry executives".

Trevor Houser, an energy analyst with the Rhodium Group, said the USA power sector was already on track to meet the Obama administration's target of cutting emissions 32 percent by 2030.

The savings highlighted in Trump's proposal - $400 million in annual net benefits with a reduction in Carbon dioxide emissions of up to 1.5 percent by 2030 - include a severe human cost, which the agency mentions in the fine print of its 289-page impact analysis.
