Body camera video from officers involved in fatal shooting in Minneapolis is released

The foot chase and fatal shooting of Blevins, who was African-American, was caught on both officers' police body-cameras, and the video footage was released to the public by the city.

"Stop or I'll shoot", one officer yells as he pursues Blevins, 31.

His statements were in prepared remarks that were handed out to the media.

Blevins' family and other community members had pushed for the prompt release of the footage, and Frey had pledged to do so as soon as possible. They encounter Blevins sitting with a woman with a toddler.

Sydnee Brown, a cousin of Blevins, told the Star Tribune that the video confirms her belief that he was not a threat to the officers.

Fortunately, the officers had body cameras that were turned on.

The videos released Sunday night show Officers Justin Schmidt and Ryan Kelly chasing 31-year-old Blevins on foot June 23. The footage, released on July 29, shows Blevins ignoring repeated commands to stop, and shows him pulling the gun from his pocket shortly before being shot.

Kelly told investigators that he saw Blevins point the gun at him moments before he and Schmidt fired.

"Put your hands up", Schmidt yells. "I will f-ing shoot you!"

"I don't", Blevins calls back. Schmidt repeatedly shouts for Blevins to stop running and drop the gun while Blevins shouts back "I did nothing, bro" and "Leave me alone". It has a red circle drawn around Blevins' waistband to highlight what appears to be a gun tucked into his shorts. Blevins appeared to have a gun in his pocket but did not reach for the weapon as police jumped out of their vehicle and instructed him to comply by yelling for Blevins to "Put your f****** hands up". Frey took special care to discuss the racial aspect of Blevins, a black man, being shot by two white officers.

"He just gave himself a license to shoot Mr Blevins", Rohr said.

Schmidt approaches Blevins and stands near his body, which is already barely moving, and both cops keeping their guns trained on the man they'd just chased as a backup unit arrives.

"You've got a gun, motherf--!" the officer responds.

Officer Schmidt's body-cam shows Blevins drawing the gun, but it is not clear exactly when he fired.

"You shoot until the threat ends", Kroll said.

These findings were sent to Freeman, who reviewed it with three senior prosecutors to make the decision not to charge the officers.

Minneapolis Police Chief Medaria Arradondo said that he was now prohibited from commenting on the specifics of the case, but released a statement saying he would "continue to remain engaged, active and listen throughout the community". Both officers are now on paid administrative leave. Arradondo said he will be able to speak about the case once the criminal and internal investigation has concluded.

The police union head said earlier Monday that the video proved the officers acted reasonably.

'He didn't deserve to die, ' Brown said.

A protest of Blevins' death was planned for Tuesday afternoon at the Hennepin County Government Center.

He says there's no basis for criminal charges against the officers and that Blevins was a danger to them and to the community. The videos also show Blevins was carrying a firearm at the time of his death.

Before the body-camera footage from the Blevins shooting was released this week, some basic details of what happened had been in dispute.

A composite video, which combines the footage from the two officers has been produced by the National Center for Audio and Video Forensics in Beverly Hills, California at the request of the Minnesota Bureau of Criminal Apprehension. He called Blevins' death "tragic, ' but declined to comment on what the footage showed".
