America's domestic politics and Donald Trump's mercurial diplomacy are making America's policy towards Russian Federation disjointed.

Pompeo said, "I want you to know, President Trump has stated that he accepts our intelligence community's conclusion that Russian Federation meddled in the 2016 election".

It wasn't immediately clear whether Trump's warning reflected an intelligence briefing he has received about actual Russian activity or whether he was simply "trolling people", as House Speaker Paul Ryan put it on Tuesday.

In a Tuesday morning tweet, President Trump claimed he was "concerned" that Russian Federation is "fighting very hard to have an impact on the upcoming Election". But he added "they will be pushing very hard for the Democrats". Lindsey Graham issued a joint statement Tuesday as Congress struggles to respond to Trump's shifting views on Russian interference in US elections.

Lawmakers from both parties have raised concerns about Trump's approach to the Russian leader.

Under the Countering America's Adversaries Through Sanctions Act (CAATSA) that Trump signed in August, any country trading with Russia's defence and intelligence sectors faces secondary sanctions.

Shortly after Trump's appearance with Putin in Helsinki, Director of National Intelligence Dan Coats issued an unusual statement reaffirming his view that Russia's election attacks are already ongoing - something Trump's post on Tuesday did not. Delaying the Putin visit until "after the first of the year" signals another attempt by the White House to set an artificial deadline.

Democrats are seeking to take control of the House of Representatives and Senate in the November elections from the Republicans. Marco Rubio, R-Fla., and Chris Van Hollen, D-Md., and has since picked up four other Democrats and five more Republicans as co-sponsors, including Collins.

Rubio is part of the Senate Intelligence Committee and urges the prevent future attacks from Russian intelligence, citing that the discoveries made by Robert Mueller and the Federal Bureau of Investigation are "100 percent accurate". Trump has since clarified his remarks to side with the intelligence community.

The Banking Committee will look at legislation that would strengthen sanctions beyond the penalties that Congress voted overwhelmingly a year ago to impose.

Putin's proposal that on America's formal request based on an existing agreement Russia would be willing to question the 12 Russian military intelligence officials accused of hacking, in the presence of Mueller's team if desired, and report back, if on a reciprocal basis the United States allowed Russia to question those in the U.S. who have politically interfered in Russian affairs.

The president made that assertion in a tweet that ignored the evidence presented by his own intelligence services that Russian Federation had intervened in the 2016 election in his behalf. Russian foreign policy adviser Yuri Ushakov confirmed Trump's invitation but told reporters that Putin would "wait for the dust to settle" before deciding whether to accept.
