Iranian officials in the past have threatened to block the Strait of Hormuz, a major oil shipping route, in retaliation for any hostile USA action against Iran. India, Iran's second-biggest customer, struck a defiant tone last month after the Trump administration unilaterally pulled out of the Iran deal, saying it only respects United Nations sanctions, though it slightly reduced Iranian purchases this spring ahead of the USA decision to pull out of the pact.

Even more surprising, all six countries enforced the sanctions with unity and resolve over the following five years, even though it cost them in trade and diplomatic ties with Iran.

Speaking in Switzerland alongside President Alain Berset on Tuesday, Rouhani said Iran is "committed" to promises made in terms of non-proliferation.

"We should send a message to Washington showing how much the position of countries participating in the deal differs from the stance of (US President) Donald Trump", he said.

It is unclear what Rouhani meant by the comment, which came as he met with Iranian nationals living in Switzerland.

Meanwhile, a major focus of Trump's campaign is to drive Tehran's economy-sustaining oil exports to zero.

Iran is OPEC's second-largest crude exporter with more than 2 million barrels a day. "I really don't see how this (cutting oil imports from Iran to zero) is feasible from either a political or market perspective", says Richard Nephew, who helped negotiate the original oil sanctions on Iran and who is now at Columbia University's Center on Global Energy Policy.

Only very limited sanctions relief would be on offer as the U.S. pursues its goal of reducing Iranian oil revenues down towards zero. He said US teams of State Department and Treasury officials had visited 13 countries in Europe and East Asia so far, to dissuade governments and companies from doing business with Iran.
