Trump Attacks, Threatens Harley-Davidson for Moving Production to Europe

Harley-Davidson To Move More Production Oversees Amid US-EU Trade Tensions

For example, the new European tariffs will make each motorcycle about $2,200 more expensive to export, Harley said Monday. "Harley Davidson maintains a strong commitment to US -based manufacturing which is valued by riders globally".

Mary Lovely, a senior fellow at the Peterson Institute for International Economics, and Yang Liang, a graduate associate at the Moynihan Institute of Global Affairs, highlighted the possibility that companies will abandon the United States in a recent policy paper. The company has said ramping up production overseas could take at least nine to 18 months.

In a series of caustic early-morning tweets Trump dismissed any notion that his policies were responsible for Harley-Davidson's move.

Trump says the duties are necessary to protect the U.S. steel and aluminium industries, which are vital to national security. But the firm said Monday that it was shifting more production overseas specifically to blunt the impact of the tariffs imposed by Europe.

"The tariffs are probably going to take a while to trickle down to where we are going to see them", Scott Yarbrough, Editor of the Black Book Official Motorcycle & Powersports Value Guide, told Powersports Finance. At a presidential debate that year, the motorcycle-boot wearing Walker said his Secret Service nickname as president would be "Harley".

Harley-Davidson Inc. sold nearly 40,000 motorcycles in the European Union past year, generating revenue second only to the United States, according to the Milwaukee company. Trump tweeted. "Their employees and customers are already very angry at them".

To prevent further long-term damage to the company's revenues, it said the production of motorcycles for European Union destinations needs to switch from the United States to its global facilities.

Media captionHow hogs and Harleys became weapons in a looming trade war. Trump, echoing a top union for Harley workers, claims the company planned to shift some operations to Thailand before the tariffs were announced.

Harley-Davidson, which Trump has cited in the past as a company hurt by USA trade regulation, said the increased tariffs would cost the company an extra $30 million to $45 million in 2018.

In January, Harley-Davidson announced plans to close its Kansas City plant.

Trump hit back at the move, saying on Twitter that he was disappointed with the decision.

Harley estimates the European tariff increase from 6 percent to 31 percent on motorcycles would add $2,200 to the cost of an average motorcycle exported from the U.S.to the EU.

In addition to being a possible economic harbinger, the loss of Harley-Davidson's production also comes as a symbolic blow to Trump.

At the time, the company said it was moving manufacturing there to avoid a different tariff: this one being the 60% duty levied on Thai imports.

But Harley actually started its Thailand factory as a result of another Trump policy - his withdrawal from the Trans-Pacific Partnership. That was long before Tariffs were announced.

Harley executives later traveled to Washington for a meeting with Trump, who said they told him of the difficulty they faced selling motorcycles overseas.

The Milwaukee-based company chose to build the Thailand plant previous year after Mr. Trump pulled out from the Trans-Pacific Partnership, which would have lowered import tariffs on its bikes in some of the fastest-growing motorcycle markets in Asia.

Mr Trump had made raising manufacturing employment a goal, but economists warn that the escalating trade tensions are likely to be counter-productive. These EU tariffs came in retaliation for steep tariffs that the Trump administration has imposed on the EU.

China is due to retaliate in kind.
