Washington became the first state to set up their own net neutrality requirements in March when Governor Jay Inslee signed a measure with bipartisan support.

The general uncertainty around the future of net neutrality is likely to extend through much of this year, according to those pushing for legislation and litigation, if not longer.

A spokeswoman for the FCC previously directed CNNMoney to a section of the final order for net neutrality, in which the FCC asserts authority to prevent states from pursuing laws inconsistent with the net neutrality repeal.

Net neutrality rules created to ensure equal Internet access formally are set to expire on Monday after a lengthy battle.

At the FCC, Pai said the agency is "keeping all options on the table".

Supporters of net neutrality are concerned that without it, we could lose access to a free and open internet.

Although the FCC issued a report in January 2017 saying such arrangements, known as 'zero rating, ' are probably anti-consumer, the agency did not require companies to change their practices right away. Company attorneys also said during trial that AT&T has an incentive to ensure those channels are carried widely.

The verdict on the merger could have broad significance.

Jessica Rosenworcel, a Democrat on the FCC, said in prepared remarks Saturday that the FCC had puts itself "on the wrong side of history, the wrong side of the law, and the wrong side of the American public".

An FCC spokesperson confirmed to CNN this week that the timetable is proceeding as previously announced. Among the Republican commissioners who voted in favor of the repeal was Pai, Michael O'Reilly, and Brendan Carr.
