United Kingdom business warns May post-Brexit frictionless trade more important than tariffs

Britain's proposal to keep goods and services flowing between its territory of Northern Ireland and European Union member Ireland "raises more questions than it provides answers", Barnier said.

The EU's Brexit negotiator Michel Barnier welcomed the publication but stuck by the conditions that have led to a stalemate in the talks so far, and made clear Brussels would not accept any legal time-limit.

Under its "backstop" proposal, there would be no tariffs, quotas, rules of origin or customs declarations on all UK-EU trade, not just trade between Northern Ireland and the Republic of Ireland.

The meeting at the prime minister's country residence is expected to take place in July, and will aim to resolve cabinet disagreements that have delayed the publication of the government's Brexit White Paper, which Mrs May had promised would be "detailed and precise".

The inclusion of the December 2021 date in the latest government document on the Temporary Customs Arrangement, as it has become officially known, is thought to have been a response to demands for a clear time limit from Brexit Secretary David Davis.

The Pound fell during the noon session Friday after European Union negotiator Michel Barnier appeared to suggest Brussels may seek a Brexit customs arrangement that places a border between the province of Northern Ireland and the rest of the United Kingdom, throwing Prime Minister Theresa May a fresh curveball.

And Labour MP Ian Murray, a supporter of the People's Vote campaign for a second referendum, said: "Theresa May's flimsy Brexit proposal has lasted less than 24 hours. That's probably a given", Mr Davis said."But what she (Mrs May) said today is exactly right that the White Paper will be published when it's ready, it's up to quality, and is exactly what we need to say".

Lord Malloch-Brown, a former United Nations deputy secretary general, said the "chronic uncertainty" surrounding Brexit talks was harming business and it was "time to settle this once and for all".

It would respect the will of the people of Northern Ireland who voted to stay in the European Union, keep the Irish border open and recognise the right of those who wish to retain European Union citizenship as British and/or Irish citizens, it added.

Several regions, including Ireland and the Flanders region of Belgium which depend heavily on exports to Britain, have in the past warned about the economic price of the country's departure from the EU.

May's Conservative government is split between ministers who favor a clean-break "hard Brexit" - leaving Britain freer to strike new trade deals around the world - and those who want to keep closely aligned to the EU, Britain's biggest trading partner.

"Our backstop can not be extended to the whole U.K.", Barnier said.

"I think it raises more questions than it provides answers", Michel Barnier told reporters, recalling that a Brexit withdrawal agreement must be sealed by October to leave time for parliaments to ratify it before the March 29 deadline. But he also called the UK's approach to trade "fairly paradoxical" and said much work was needed before agreeing the terms of its exit from the bloc, set for March 2019.

Earlier in Westminster, he came close to resigning over the issue.
