Memorial Day weather forecast: Warm, muggy day with an uncertain afternoon

Severe Subtropical Storm Alberto - the first named storm of the 2018 Atlantic Ocean hurricane season - is bearing down on the southeastern USA, as states of emergency have been declared along coastal regions.

A two- to four-foot storm surge or rise in water is still expected along the coast to the right/east of where Alberto makes landfall.

The National Hurricane Center says Subtropical Storm Alberto has come ashore on the Florida Panhandle.

The storm was in southern Alabama as of early Tuesday morning, with winds of about 30 miles per hour, according to the National Hurricane Center. With maximum sustained winds of 45 miles per hour, Alberto was moving north at 9 miles per hour.

"However, heavy rainfall from Alberto will spread into northern Georgia, the western Carolinas, Tennessee on Tuesday, increasing the threat of flash flooding in those areas".

Forecasters are also warning people in those same areas and in southern SC of the possibility that "brief tornadoes" could develop as Alberto moves further inland.

One inch or less of rain is expected to fall in the Lowcountry throughout the day on Monday.

Lifeguards posted red flags along the white sands of Pensacola Beach, where swimming and wading were banned amid high surf and unsafe conditions.

Flooding and flash flooding are possible in the Southeast, including Florida, the NHC said in its latest update.

Mississippi, Florida and Alabama have declared states of emergency ahead of the storm's arrival.

A news release from Florida Gov. Rick Scott said that for Taylor County, "Voluntary evacuations have been issued for those in coastal zones and beach communities (Keaton, Dekel, Cedar, Dark Islands), mobile homes, RV parks and low-lying areas".

A subtropical storm like Alberto has a less defined and cooler center than a tropical storm, and its strongest winds are found farther from its center. A tropical storm warning was discontinued from Florida's Anclote River to the Suwannee River.

Alberto is a still-menacing depression after its Memorial Day landfall on the Gulf Coast, scattering heavy rains around the South and raising risks of flash floods.

Rough conditions were whipping up big waves off the eastern and northern Gulf Coast, and authorities warned swimmers to stay out of the surf because of life-threatening swells and rip currents.

Anyone planning to head out to a parade, memorial service or ceremony in Central New York likely won't have to worry about bringing an umbrella since there's less than a 20 percent chance of showers all morning.

It is forecast to drop as much as 30cm (12in) of rain across MS to western Georgia and to bring storm swells of about 60-120cm (2-4ft) to low-lying areas.

The storm was moving north at about 8mph (13km/h), the National Hurricane Center said. An average hurricane season produces 12 named storms, of which six become hurricanes, including three major hurricanes.
