Trump Signs $1.3 Trillion Spending Bill, Vows He Won't 'Do It Again'

On Thursday, the White House indicated Trump would sign the bill, but early Friday he tweeted he was reconsidering.

With the midterm election season already under way, the "omnibus" spending bill could be one of the the last major pieces of legislation Congress clears this year, and lawmakers raced to attach other legislative priorities as well.

Congress moved a step closer to avoiding another government shutdown with the release on Wednesday of a US$1.3 trillion spending bill created to appeal to Republicans and Democrats with more money for border security, infrastructure and the military.

Every bit as ominously, the bill will puts the United States back on a path toward trillion dollar annual deficits - even if the economy meets the lofty goals Trump has set for it (and the jury is most assuredly still out on that).

But differences over a number of smaller provisions and details had proven hard to resolve in recent days.

In his White House address about the DACA-lacking omnibus, Trump spoke directly to the Hispanic community, telling them that the Democrats are decidedly not on their side. More than $500 million in federal funding would be available to go toward constructing the tunnel under the Hudson river.

Several Trump initiatives would suffer setbacks. Telegraphing the outcome, an internal television feed advertised the event this way: "President Trump Participates in a Bill Signing".

It provides US$1.6 billion - far less than Trump wanted - for border security and construction or fix of almost 160km of border fencing and barriers, boosts infrastructure spending, and increases funds for student grants.

The bill would penalize federal agencies that fail to properly report relevant records and would provide incentives to states to improve their overall reporting to NICS.
