Republicans and Democrats in the state legislature now have to explore an awkward power-sharing agreement.
After a panel of judges determined that the Republican and Democratic candidates running for a seat in Virginia's House of Delegates had received the same number of votes, the election could be decided at random. "As we have said consistently throughout this process, we are committed to an open, fair and honest election in which every lawful vote is counted".
Republican leaders in Virginia penned a statement saying they are "ready to establish a bipartisan framework under which the House can operate efficiently and effectively over the next two years".
Despite the urgency in Virgina's 94th district, control of the House could be decided by other recounts taking place this week-Republicans are contesting the Democratic victory in District 68 of 336 votes, and Democrats are challenging the Republican victory in District 28 that had a margin of 82 votes.
"I just can't believe it, but it sounds like it's pretty solid", an excited Simonds, speaking from a bar with the sounds of celebration in the background, told reporters on a conference call.

"Last night after the recount was completed, our team became aware of a question surrounding an uncounted ballot". And then, the three judges concurred that the ballot they examined should be counted in favor of incumbent Yancey - which changed the recount vote tally to an exact tie, at 11,608 votes each.

"We asked the recount Court to consider this ballot". It said a ballot that election officials found invalid should have been counted for the Republican incumbent, making the race a tie, which under state law will likely be "settled by lot", essentially a coin toss.
