The Article 29 Working Party, an advisory committee composed of data privacy watchdogs from each member state in the European Union, said after a meeting in Brussels that it had established a task force to coordinate national investigations into the breach that Uber says affected 57 million users worldwide. "Nevertheless, the nature of the information now acknowledged to have been compromised, together with the allegation that the company concealed the breach without notifying affected drivers and consumers, and prior privacy concerns at Uber, makes this a serious incident that merits further scrutiny". Seven million drivers had their details stolen during the breach, alongside 50 million active Uber users. With the announcement, San Francisco-based Uber said it concealed the breach for a year after paying $100,000 in ransom for the stolen information to be destroyed. "Personal information" is defined as an individual's first and last name in combination with their social security number, driver's license number, or financial account information.

"In the United Kingdom this involved approximately 2.7 million riders and drivers", Uber wrote in a blog post on Wednesday.

The complaint also noted that "Uber is aware of its responsibilities to provide notice of data security breaches", citing the fact that, in 2016, "the New York Attorney General fined Uber for failing to notify drivers and that office about a data breach that occurred in 2014".

"Uber's conduct has been truly stunning".

The attorney general is seeking a penalty of $2,000 for each of the almost 11,000 Washington residents affected by the breach.

When news of the breach was revealed last week, chief executive Dara Khosrowshahi said, "None of this should have happened, and I will not make excuses for it".

The lawsuit was filed Tuesday in King County Superior Court. However, Attorney General Ferguson contends that each day that Uber failed to report the breach to each of the drivers-as well as to his office-counts as a separate violation.

"We are monitoring the affected accounts and have flagged them for additional fraud protection", the company said.
