Europe vowed to turn a new page on security cooperation on Monday as 23 states came together to sign a mutual defence pact created to transform military operations.

Twenty-three countries have declared they will participate in a new EU defense cooperation pact, part of a broader push to advance European integration, officials said Monday.

European Union member states will be able to develop military capabilities, invest in joint projects and increase the readiness of their troops. By the time of the summit, diplomats expect only Britain, Denmark and Malta not to be involved. These include the establishment of an European Union defense headquarters for training missions in Somalia, Mali and Central African Republic, a pilot project to coordinate national budgets to identify capability shortfalls, and the new military pact. "Not just signing paper - undertaking commitments in terms of spending on defence and joint projects".

"Today we will launch a new page for the European Defence", said Frederica Mogherini, the EU's foreign and defence policy representative.

"The real problem is not how much we spend, it is the fact that we spend in a fragmented manner", Mogherini said. The PESCO drive however has revealed strains between Paris and Berlin, with the French pushing for a smaller group of nations committed to ambitious projects and Germany wanting a more inclusive arrangement with as numerous bloc's 27 members - minus Britain - as possible.

"I'm a firm believer of stronger European defence, so I welcome PESCO because I believe that it can strengthen European defence, which is good for Europe but also good for NATO", Stoltenberg said.

The EU can also bring its political and financial weight to bear on security challenges, such as the use of development aid in Africa, where North Atlantic Treaty Organisation has no real foothold. The EU, she said, has tools to fight hybrid warfare - the use of conventional weapons mixed with things like propaganda and cyber-attacks - that the American-led military alliance does not have at its disposal.
