Hungary calls European Union court's refugee ruling 'appalling'

Hungary and Slovakia rejected the EU's decision to distribute migrants across member states

In the proceedings before the Court, Poland has intervened in support of Slovakia and Hungary, while Belgium, Germany, Greece, France, Italy, Luxembourg, Sweden and the Commission intervened in support of the Council.

The Commission said today it may seek fines at the European Court of Justice within weeks for Hungary, Poland and the Czech Republic if they do not start or resume taking people from the south. Poland and Hungary, which argue Muslim immigration is a threat to their national security and stability, have in two years taken in none of their respective quotas of about 6,200 and 1,300 people.

On Wednesday, the ECJ said that it had "dismissed in its entirety the actions brought by Slovakia and Hungary", which aimed to have the quota system annulled.

"That mechanism actually contributes to enabling Greece and Italy to deal with the impact of the 2015 migration crisis and is proportionate".

European Union countries agreed in September 2015 to relocate 160,000 refugees in Greece and Italy over two years, but only about 24,000 have been relocated so far.

Just under 28,000 people have been relocated under the scheme, rather than the 160,000 asylum seekers envisaged when it was agreed in September 2015. European Union officials say countries will still have to share eligible asylum-seekers arriving in Greece and Italy up until September 26.

Szydlo says she isn't surprised by the court's decision, but that it "absolutely does not change the position of the Polish government with respect to migration policy".

On Wednesday in Luxembourg, the court dismissed the countries' challenge to the plan "in their entirety", citing European Union law allowing measures to respond to "an emergency situation characterized by a sudden flow of displaced persons".

However, Gabriel's Hungarian counterpart, Peter Szijjarto, took the opposite view, declaring the ECJ's ruling unacceptable.

Hungary, Slovakia, the Czech Republic and Romania voted against the quotas.
