Brexit: Theresa May says free movement to end in March 2019

This clarification - if you can call it that - has been jumped on as a confirmation that freedom of movement will end in March 2019.

"This remains the position of the Prime Minister and of the government".

The battle within the British cabinet over the precise shape and path to Brexit continued to be waged over the past week, as politicians sought to expound their views on a range of related issues from the freedom of movement Britain now enjoys with Europe to taxation and the transitional arrangements.

Tory tensions were also exposed when former Brexit minister David Jones branded Mr Hammond's transition initiative "deeply dangerous" as he accused the Chancellor of "going on manoeuvres" while Prime Minister Theresa May was overseas on holiday.

"But, at the same time, our new immigration system will give us control of the volume of people coming here - giving the public confidence we are applying our own rules on who we want to come to the United Kingdom and helping us to bring down net migration to sustainable levels".

Any transitional arrangement "has to be an agreement by the cabinet", said Fox, who has himself expressed support for the need for an interim deal in recent weeks. This position appears at odds with Hammond's signal that free movement would continue for a limited period in all but name, with the added requirement that migrants would have to register in the UK.

Mrs May's spokesman also said the PM was clear that any transitional deal - or "implementation period" - would be time limited and would not turn into "some kind of permanent political purgatory".

Hammond said that tax raised as a percentage of the British economy "puts us right in the middle" of European countries, and said 'we don't want that to change, even after we've left the EU'.

Hammond - who is now in charge of the country while Theresa May is on holiday - has maintained no deal would be "a very bad outcome" for Britain.

'That is neither our plan nor our vision for the future.

This comes after rumours of disagreements within the Cabinet and days of uncertainty regarding the principal issue of immigration post-Brexit. "As Michel Barnier, the negotiator on the other side, the European Union negotiator, says, the clock is ticking", Hammond told reporters in Brasilia on Monday after meeting with Finance Minister Henrique Meirelles. From this date, workers from the European Union coming to Britain will have to register until a permanent post-Brexit immigration policy is implemented. Further rounds are set to take place in August, September and October.
