But this week, the Senate unanimously approved a measure from Republican Sen.

The Republican-led Senate voted overwhelmingly Thursday to approve sweeping sanctions legislation targeting Iran and Russian Federation. Senate Foreign Relations Chairman Bob Corker of Tennessee had initially been hesitant to take it up, as the administration had expressed a hope it could improve relations with Moscow. The Senate bill also would cement in law a series of executive orders signed by Obama and aimed at punishing Russian Federation for aggressive behavior, including its 2014 annexation of Crimea and support for separatist rebels in Ukraine's east.

"If we can not make some progress, and I have told others in the Senate, I have had conversations with them, I may very well be coming to you and saying the time has come now to do this in order to motivate some movement on their part".

The addition of Russian sanctions to the bill was a rebuke to the president because it would prohibit the president from being able to lift them without Congressional approval.

Senators on both sides of the aisle have been similarly resolute.

The new sanctions aim to impose new restrictions on Iran's ballistic missile program and to punish Tehran for "supporting terrorism and human rights violations".
