Moon Jae-in, a liberal former human rights lawyer, was sworn in on Wednesday and said in his first speech as president he would immediately address security tensions that have raised fears of war on the Korean Peninsula. No specific timing was set.

The Moon administration has yet to appoint foreign affairs and security teams, however diplomatic sources still believe that the first Korea-U.S. bilateral summit could happen as early as June.

The center will draw on officers from across the CIA and "bring their expertise and creativity to bear against the North Korea target", an agency statement said. He also may need to forge political unity at home after months of upheaval that included his predecessor's impeachment.

Trump replied that he would send a high-level advisory team to Seoul to discuss Moon's visit to the United States. That could slow any attempt at rapprochement with the North's unpredictable leader, Kim Jong Un, at a time of broad global support for sanctions.

US officials have said they see no value in resuming global talks with North Korea until Pyongyang has made clear it is committed to denuclearization.

"I, too, aim to find a way to begin talks quickly between North and South Korea as well as the six-party talks", Moon said, referring to talks aimed at denuclearising North Korea involving the United States, China, Japan, Russia and the two Koreas.

The State Department would only say such meetings "are routinely held on a variety of topics around the world and occur independent of USA government involvement".

Moon Jae-in's advocacy of engagement with North Korea has appeared to contrast with the approach of the United States, South Korea's main ally, which has been seeking to step up pressure on Pyongyang over its nuclear and missile programs through further isolation and sanctions.

"I am willing to go anywhere for the peace of the Korean Peninsula", he said Wednesday.

"I will go to Beijing and Tokyo and, if the conditions are right, to Pyongyang also".
