Texas adoption bill OK's rejection of non-Christian parents

House Bill 3859 (HB 3859) passed the Texas House of Representatives today.

"Without this legislation, providers caring for 25 percent of the children in the Texas foster care system are likely going to cease providing foster care and adoption services because we're under a threat of a lawsuit nearly all the time from someone who doesn't like our high standard or requirements", Statler said.

The bill is meant to protect agencies who would deny adoptions that would be in conflict with its religious beliefs.

Civil rights groups and other critics say such a policy would entitle agencies to discriminate against same-sex couples, single parents, interfaith couples and any couples whose religions differ from that of the service provider.

Before approving the bill, the GOP-dominated House rejected several amendments proposed by Democrats, many of whom also attempted to derail the bill with technical legislative maneuvers.

"HB 3859 would allow child welfare service providers that contract with the state to use taxpayer money to discriminate against LGBT individuals and families in foster care, adoption and other services", ACLU of Texas said in a statement on its website.

Dozens of universities and organizations that applied for grants to help young people from poor families prepare for college were turned down by the U.S. Education Department because they didn't double-space the.

Five other states have passed similar laws protecting faith-based adoption organizations that refuse to place children with gay parents or other households on religious grounds - but Texas' rule would extend to state-funded agencies.

The heated debate over the legislation and its subsequent approval comes as legislators are facing pressure to quickly pass child welfare reforms before the session ends on May 29.
