Trump already has begun focusing on that upcoming fight.

"After years of partisan bickering and gridlock, this Bill is a clear win for the American people", he said.

"This is what winning looks like", the president said.

Trump could easily trigger a partial government shutdown in October, by directing Republicans not to negotiate with Democrats or by refusing to sign a spending bill that Congress sends him for approval.

After a meeting with Vice President Pence in which several Republican senators complained about Trump's tweet, Corker added that Trump's tweets should be approved by his staff.

Reps. Fred Upton, R-Mich., and Billy Long, R-Mo., were among four House members who met with Trump at the White House as the administration and House leaders labored to prevent another collapse of one of the party's top priorities.

The money in Upton's plan would help people with pre-existing illnesses pay premiums in states where insurers can charge them more.
