Trump is trying to determine whether to withdraw from the so-called Paris agreement, which is backed by the majority of the global community. They als contend the USA is likely to continue to deliver deep emissions reductions over the next decade, regardless of Trump's efforts to boost the fossil fuel industry, as action at the state level and emerging clean technologies take effect.

With the rest of the world on tenterhooks ever since, Trump has said he will make his decision before the next G-7 meeting on May 26 and 27 in Sicily.

Conservative groups have lined up behind White House chief strategist Steve Bannon and Administrator of the Environmental Protection Agency Scott Pruitt - the leading voices supporting withdrawal from the deal.

And the decision to participate in next week's United Nations climate talks shouldn't be construed as a sign that Trump has chose to stay in the Paris pact, a State Department official added.

"We are focused on ensuring that decisions are not taken at these meetings that would prejudice our future policy, undermine the competitiveness of USA businesses, or hamper our broader objective of advancing USA economic growth and prosperity", said the official, asked about the negotiators' brief.

The reported shift in opinion among White House aides comes despite strong calls from leading businesses and scientists for the USA to remain in the climate accord.
